Our health in our hands.

Since 1998, the Alaska Native Tribal Health Consortium (ANTHC) has helped usher in a new era of self-governance and self-determination where the healthcare Alaska Native people receive is directly in their hands. ANTHC is a non-profit Tribal health organization designed to meet the health needs of Alaska Native and American Indian people throughout the state of Alaska. In addition to our clinical offerings, we provide for many other aspects of health through wellness programs, disease research and prevention, the Community Health Aide Program, designing and building rural water and sanitation systems, climate change aid, and much more.

Over the years, the Consortium has grown into the largest, most comprehensive Tribal health organization in the United States. We employ more than 3,700 employees who provide a vast array of world-class health services at the Alaska Native Medical Center (ANMC) in Anchorage and directly in communities through field clinics.

ANTHC and Southcentral Foundation operate programs and services at ANMC under the terms of Public Law 105-83.

Kimberley Strong

Chair
SouthEast Alaska Regional Health Consortium

Kimberley Strong, Klukwan, Chilkat Indian Village, represents the SouthEast Alaska Regional Health Consortium (SEARHC), a non-profit health consortium serving the health interests of the residents of Southeast Alaska.

Ms. Strong serves as the Alaska Native Tribal Health Consortium Board Chair.

Vice Chair Chickaloon Native Village Unaffiliated Tribes Seat B The Traditional Chief and chairman of the Chickaloon Native Village, Chief Harrison has been on ANTHC’s board since 2008 representing the Unaffiliated Tribes of Chickaloon Native Village, Eastern Aleutian Tribes, Inc., Eklutna Native Village, Kenaitze Indian Tribe, Ketchikan Indian Corporation, Knik Tribal Council, Mt. Sanford Tribal Consortium, Native Village of Chitina, Native Village of Tyonek, Ninilchik Village, Seldovia Village Tribe and the Village of Salamatof.

Toni Raye Bergan

Maniilaq Association

Toni Raye Bergen represents the Maniilaq Association and joined the Board of Directors in 2024 and serves as the ANTHC Board Secretary.

Maniilaq Association is a non-profit corporation that represents 12 federally recognized Tribes located in Northwest Alaska and manages health, Tribal and social services for about 8,000 people within the Northwest Arctic Borough and the community of Point Hope. It is also the region’s largest employer.

Bernice Kaigelak

 Arctic Slope Native Association

Bernice Kaigelak, an enrolled Tribal member of the Native Village of Nuiqsut, represents the Arctic Slope Native Association (ASNA) and serves as Board Treasurer.

Originally formed in 1966, ASNA is a Tribal health care non-profit organization and governed by a nine-member Board of Directors. It is sanctioned by the Tribal governing bodies of the Arctic Slope: the Native Village of Point Hope, Point Lay, Atqasuk, Wainwright, Barrow, Anaktuvuk Pass, Nuiqsut and Kaktovik. Their mission is to “promote the well being of the people of the Arctic Slope.”

Mark Snigaroff

Aleutian Pribilof Islands Association

Mark Snigaroff represents the Aleutian Pribilof Islands Association (APIA). Mr. Snigaroff joined the Consortium Board in 2020.

APIA’s mission is to promote self-sufficiency and independence of the Unangax by advocacy, training, technical assistance, and economic enhancement. And also to assist in meeting health, safety, and well-being of each Unangax community; and To promote, strengthen, and preserve the Unangax cultural heritage.

Robert Clark

Bristol Bay Area Health Corporation

Robert Clark represents the Bristol Bay Area Health Corporation (BBAHC). Mr. Clark joined the Consortium Board in 2015.

Formed by Bristol Bay tribes in 1973 to provide health services to residents of Southwest Alaska, BBAHC now serves 34 villages and employs over 360 health care professionals. Today, BBAHC remains dedicated to the vision of our founders, providing quality health care with competence, a caring attitude, and cultural sensitivity.

Francis Norman

Chugachmiut

Francis Norman represents Chugachmiut, the Tribal consortium created to promote self-determination to the seven Native communities of the Chugach region.

Eileen Ewan

Copper River Native Association

Eileen Ewan joined the Board in 2026. She represents the Copper River Native Association which is a Tribal Health Organization established through six compacted Ahtna Villages; Cantwell, Gakona, Gulkana, Kluti-Kaah, Mentasta and Tazlina.

Loretta Nelson

Kodiak Area Native Association

Loretta Nelson, enrolled Tribal member of the Native Village of Afognak, represents the Kodiak Area Native Association (KANA). Ms. Nelson joined the Consortium Board of Directors in 2021.

KANA provides integrated wellness services to the entire Kodiak Island community with focus on their Alaska Native beneficiaries.

Franklin Hayward

Metlakatla Indian Community

Franklin Hayward represents the Metlakatla Indian Community (MIC). He has represented MIC on the Consortium Board since 2026.

The Metlakatla Indian Community is located on Annette Islands, and is the only Indian Reserve in the State of Alaska. The Reserve is 20 miles south of Ketchikan, Alaska and typically reached by seaplane, boat or ferry.

Corina Ewan joined the ANTHC Board in 2022 and represents the Unaffiliated Tribes of Chickaloon Native Village, Eastern Aleutian Tribes, Inc., Eklutna Native Village, Kenaitze Indian Tribe, Ketchikan Indian Corporation, Knik Tribal Council, Mt. Sanford Tribal Consortium, Native Village of Chitina, Native Village of Tyonek, Ninilchik Village, Seldovia Village Tribe and the Village of Salamatof.

Anthony Haugen

Norton Sound Health Corporation

Anthony Haugen represents the Norton Sound Health Corporation (NSHC).

NSHC is a Tribally-owned and operated, independent, not-for-profit health care organization that supports all communities and areas of the Bering Strait region.

Thomas Huhndorf

Southcentral Foundation

Thomas Huhndorf represents Southcentral Foundation.

Southcentral Foundation is an Alaska Native-owned, nonprofit health care organization serving nearly 65,000 Alaska Native and American Indian people living in Anchorage, Matanuska-Susitna Borough and 55 rural villages in the Anchorage Service Unit.

Marilyn Andon represents the Tanana Chiefs Conference on the Alaska Native Tribal Health Consortium’s Board of Directors.

Yukon-Kuskokwim Health Corporation

Darren Cleveland represents the Yukon-Kuskokwim Health Corporation (YKHC).

The Yukon-Kuskokwim Health Corporation, commonly referred to as YKHC, is a Tribal Organization that administers a comprehensive health care delivery system for 58 rural communities in southwest Alaska.

Natasha Singh

President/CEO

Natasha Singh serves as ANTHC’s President/CEO.

Natasha most recently served as General Counsel for Tanana Chiefs Conference for over ten years. During her tenure she was part of the team that created the Hunting, Fishing, Gathering Task Force, the Joint Venture to build and staff the Chief Andrew Isaac Health Center in Fairbanks, and the construction of a dozen village clinics.

Natasha served as the technical advisor to the Secretary’s Tribal Advisory Committee within the U.S. Department of Health & Human Services. Natasha represents the Alaska Tribes as the co-lead negotiator for the Alaska Tribal Health Compact. Natasha is a graduate of the University of Washington School of Law and Dartmouth College.

Natasha, Dinyee Hu’tanna (Stevens Village), is the daughter of Karm and Renee Singh and granddaughter of the late Valerie and the late Stephen Matthew. She is the mother of three children, Conan, Tiger and Isaac, who are also Kaltag Tribal members.

Al Montoya

Chief Operating Officer

Alfred A. Montoya, Jr., retired from federal service after more than 27 years of distinguished service to our nation. Most recently, he served as Deputy Assistant Under Secretary for Health for Operations at the U.S. Department of Veterans Affairs (VA), providing oversight of fiscal and operational performance across 18 Integrated Service Networks, representing 170 healthcare systems and hospitals serving more than 9 million Veterans annually. His portfolio has included Healthcare Environment and Facilities programs, Procurement, Logistics, Member Services, Healthcare Technology Management, Veterans Canteen Service, Emergency Management, and security operations. During this time, he also represented the federal sector as Governor on the board of the American College of Healthcare Executives (ACHE).

Prior to his work in healthcare administration, Al served more than a decade in the United States Air Force as a Russian Cryptologic Linguist and Instructor of Technology and Military Science.

Al has a proven record of turning around organizations, overseeing complex systems, and taking a mission-driven approach to quality and patient experience. As COO, Al provides leadership over the Alaska Native Medical Center, Capital Projects, Community Health Services, Division of Environmental Health & Engineering, Ethics and Compliance, and Human Resources.  

Dwain Stilson

Executive Vice President and Chief Financial Officer

Dwain Stilson serves as the Executive Vice President and Chief Financial Officer (CFO) and provides strategic and financial leadership for ANTHC.

Dwain previously served as the CFO of Mosaic Health System near Kansas City, Missouri, an integrated health system with four hospitals, more than 4,000 employees, $800M net revenue, and $1.5B in total assets. He was involved in strategy development, communications and worked to enhance the overall discipline, transparency, and accuracy of Mosaic’s financial processes and reporting.

Dwain is a licensed CPA in the state of Missouri and has an MBA from the University of Central Florida and a BSBA in Accounting from Webber International University.

Tiffany Zulkosky-Hild

Senior Vice President of Communications

Tiffany Zulkosky-Hild serves as ANTHC’s Senior Vice President of Communications and oversees the Consortium Marketing and Communications department.

Tiffany was born and raised in Bethel, and has spent her career working to improve opportunities for Alaska Native people and rural Alaskans. Of Yup’ik and Polish descent, she is the daughter of Patricia Zulkosky of Bethel (now Anchorage) and the late Joe Hinz of Kipnuk. Her paternal grandparents are the late John and Jane Hinz of Bethel and her maternal grandparents are the late Wes and Lucille Hoscheid of Baudette, MN.

Elected to Bethel City Council at the age of 23 and serving as Mayor by the time she was 24, Tiffany has held leadership roles in both community and non-profit organizations. She has a Master’s Degree in Public Administration from the University of Alaska Southeast, and a Bachelor of Arts in Organizational Communication from Northwest University.

Most recently, Tiffany has served as the Vice President of Communications for the Yukon-Kuskokwim Health Corporation in Bethel. Tiffany represented House District 38 in the Alaska State Legislature from 2018-2023, championing State recognition of Tribes and Chairing the Legislature’s first-ever Special Committee on Tribal Affairs.

Monique Martin

Vice President of Intergovernmental Affairs

Monique Martin serves as Vice President of Intergovernmental Affairs for ANTHC.

Prior to this role, Martin served as the Director of Government Affairs at Alaska Regional Hospital and was responsible for developing position statements for hospital, division and corporate leaders related to proposed legislative action and working with State administrative leaders on issues impacting health care delivery. She also previously served as the Health Care Policy Advisor for the Alaska Department of Health & Social Services where we worked on Medicaid reform, Medicaid expansion, and Tribal claiming. She earned a Bachelor’s Degree in Communications from Washington State University.

Martin was born and raised in Wrangell and is an enrolled Tribal citizen of the Central Council of Tlingit and Haida Indian Tribes of Alaska.

Rob Lynch

General Counsel

Rob Lynch is general counsel for the Alaska Native Tribal Health Consortium. Before joining the Consortium, Mr. Lynch served as a staff attorney at Alaska Legal Services Corporation in Anchorage and as an associate at Latham & Watkins LLP in San Francisco. Mr. Lynch clerked for the Alaska Supreme Court and the United States District Court for the District of Alaska, and earned his law degree from Northwestern University School of Law.

Karandeep "Kenny" Sraon

Alaska Native Medical Center Chief Executive

Karandeep “Kenny” Sraon serves as the Alaska Native Medical Center Chief Executive, where he oversees healthcare operations of the ANMC hospital and specialty clinics. 
 
Kenny brings more than two decades of executive leadership experience with the U.S. Department of Veterans Affairs (VA).
 
Prior to joining ANTHC, Kenny served as Chief Executive Officer of the VA Loma Linda Healthcare System in Southern California. During his tenure, the organization improved from a 1-star to a 4-star quality rating from the Centers for Medicare and Medicaid Services (CMS), maintained a 5-star-rated Community Living Center, and expanded access to care across the region. He has led major expansions that improved access, specialty care, and infrastructure across areas of San Bernardino, Riverside, and Inyo Counties, while guiding the organization through the COVID-19 pandemic, a hurricane, wildfires, and other large-scale emergencies. 
 
A physician by training with an MBA and board-certified in healthcare management by the American College of Healthcare Executives, Kenny is passionate about advancing care that honors culture, dignity, and community.
